Since the beginning of this year, the HZZK Hi-tech Industrial Development Zone has kicked off 39 industrial construction projects, including 24 continuous projects and 15 new ones. Twenty additional projects are expected to be launched at the end of this year, pushing the total number of ongoing construction projects to 59 while setting a new record for the most industrial projects under construction in a year since the institutional reform of the High-tech Zone in 2010.
In addition, the HZZK Hi-tech Industrial Development Zone has provided 21 industrial land plots for the construction projects this year, and is expected to supply a total of more than 40 land plots by the end of this year, setting a new record for the biggest land plot supply in a year since the institutional reform (The previous record was 33, established in 2013).
From January to August this year, the Zone welcomed 13 investment and production expansion projects, with the total capital input amount reaching 4.3 billion yuan. Upon completion, the industrial output of the upgraded assembly lines is projected at 31 billion yuan.
The third quarter of 2019 is coming to an end. Despite the complications and uncertainty of the world’s economic climate, various sets of data have indicated that the Zone has gained outstanding achievements amid global economic fluctuations.
Selecting Investors and Investments
Freeing up land space for the new construction projects
On August 28, an investment promotion event was held in Shenzhen, which has facilitated the signing of 32 projects in the HZZK Hi-tech Industrial Development Zone. With a total investment of 13 billion yuan, the Zone has inked a slate of projects with platform-based enterprises such as Country Garden and CIMC, listed companies such as Desay Battery Technology Co Ltd, M&G Chenguang Stationery co., Ltd., Daoming Reflective Material, as well as a group of unicorn and gazelle enterprises.
An official from the Economic Development Bureau of the HZZK Hi-tech Zone said: “We have showcased our upmost sincerity to investors. As every construction project needs land space for factory compounds, we have recommended the starting area of the China-South Korean (Huizhou) Industrial Park, the 357 Innovative and Industrial Belt and the Civil-military Integration Industrial Park, which could provide up to 2.4 million square meters of land. In addition, there will soon be a considerable amount of land plots freed up in the Dongjiang Science and Technology Park, which could be used for the introduction of investment projects.” The official went on stating that the Zone would provide factory compound to projects that did not require land space. The enterprise accelerator alliance was also presented at the event, which can provide over one million square meters of vacant land area.
Adhering to the development principle of industry-first, priority in terms of land resources allocation will be given to industrial projects at the HZZK Hi-tech Industrial Development Zone. Up to now, 1,633 mu (Chinese unit of area mu(1/15 of a hectare)) of land has been approved for use, with 1509 mu designated for industrial projects, accounting for 92.4% of the total. 124 mu of land was approved for the construction of supporting facilities for the industrial projects, such as roads, taking up 7.6% of the total.
Figures showed that the HZZK Hi-tech Industrial Development Zone has 39 industrial projects under construction, and the Zone will be kick-starting another 20 by the end of this year, pushing the total number of ongoing construction projects to 59. According to the official from the Economic Development Bureau of the HZZK Hi-tech Zone, “more than 80% of these projects belong to the ‘2+1+X’ category, which is the main development focus of the Zone. These key development projects include Dasay auto electronics and Miki Mobile intelligent terminal. As for new display technologies, the Zone has the phase III project with AGC, the LCD module project with TCL, the backlight LCD module project with Yinhui Electronics, as well as the small and medium-sized display module project with Shenzhen Longli Technology Co., Ltd. In terms of the modern service industry, the bonded logistics center (type B) project and the China Brilliant Supply Chain Service project have also been launched in the Zone.

Efficient service creates the "Huizhou Speed"
On the day of the investment promotion event was held, the second phase of the Huizhou BSJ technology project broke ground at the HZZK Hi-tech Industrial Development Zone.
BSJ is a high-tech enterprise specializing in IoV, with 80% of its products basing on positioning systems such as Beidou or GPS. The initiation of the second phase of the project is expected to amplify the company’s production capacity while giving new impetus to IoV industry in the HZZK Hi-tech Industrial Development Zone.
“The Zone is dominated by companies from the electronic information sector with a relatively short industrial cycle. As a result, time is of the essence for those enterprises. Therefore, we must speed up the launch of the projects to meet the needs of the companies.” The official from the Economic Development Bureau of the HZZK Hi-tech Zone said. Expedited services must be provided during the negotiation, signing, land acquisition and building demolition, as well as construction of the industrial projects. For instance, it took only three months to demolish buildings covering an area of hundreds of thousands of square meters, so that the TCL LCD module project can start as scheduled, marking a milestone of “Huizhou Speed”. As for the EVE traction battery project, it took less than six months to wrap up the negotiation, signing and the land bidding processes.
“We will provide all-round service for projects in the Zone.” According to the official, the HZZK Hi-tech Industrial Development Zone implements the mechanism of “formulating a case-specific plan for each project and assigning one leader and one work-group to be responsible for the launch of the project”. Under this mechanism, responsibilities for each individual involved will be delegated, the dates and the tasks will be specified, and the project will be pushed forward under the supervision of the public.
Business Environment
Green-lighting excellent projects
A good business environment is a magnet for attracting quality projects. In recent years, the HZZK Hi-tech Industrial Development Zone has been continuously improving the level of supporting services regarding medical care, education, talent recruitment, and administrative procedures.
Since 2011, the HZZK Hi-tech Industrial Development Zone has proposed to develop the Zone through talent introduction. The Zone has launched a special talent fund of 200 million yuan in recent years. As of now, the Zone has 120,000 talents, with over 20,000 being high-caliber professionals. One-stop and fast-tracked services are also offered to talented individuals working and living in the Zone, ranging from housing, children’s education, spouse employment, and medical treatment.
In terms of government service, the investment project approval process has been streamlined, with the same speed, efficiency and quality as Shenzhen. An expedited “through-train” mechanism has been introduced for excellent projects from Shenzhen while giving the green lights to high-quality projects.
In June of this year, the HZZK Hi-tech Industrial Development Zone took the lead to launch a full-package service for business registration. With the provision of sufficient application materials, it takes only one working day for a company to obtain the business license and register the company seal, open a bank account as well as complete the taxation formalities, the four required procedures for business registration, instead of the previous nine working days.
As for supporting facilities and ancillary services, the new People’s Hospital has been launched, thus forming a comprehensive medical system covering towns (streets) and residential communities. The construction, expansion and renovation of ten new schools are currently underway, including Zhongkai NO.2 Middle School, Zhongkai NO.5 Middle School, the second phase of Zhongkai NO.6 Primary School, and Huihuai Gutang’ ao Primary School, adding 7,040 new admission quota upon completion.
Meanwhile, connectivity between the Zone and Shenzhen city will become more convenient than ever, following the construction of several transportation infrastructure projects. Currently, three stations along the Dongguan-Huizhou Intercity Rail are located in the Hi-tech Zone. The future launch of the Guangzhou-Dongguan-Shenzhen Intercity rail will further connect the Zhongkai Station with other PRD cities. After the opening of the Ganzhou-Shenzhen high-speed railway in 2021, the travel time between Zhongkai Station and the Shenzhen North Railway Station will be trimmed down to 18 minutes.
