On September 24, Liu Ji, Deputy Secretary of Huizhou Municipal Party Committee, Secretary of the leading party members group of Huizhou Government and Mayor of Huizhou, presided over the meeting of the government's leading party members group and the 102nd meeting of the Executive Committee of the 12th Huizhou Municipal People's Government. During the session, Liu passed on the gist and spirit from the meeting of the Standing Committee of the CPC Huizhou Municipal Committee, while instructing the officials to study and implement the "Opinions of the CPC Central Committee and the State Council on Supporting Shenzhen in Building a Pioneering Demonstration Zone for Socialism with Chinese Characteristics".

The mayor reiterated that supporting Shenzhen in building a pioneering Demonstration Zone for Socialism with Chinese Characteristics was a major strategic decision made by the CPC Central Committee with Comrade Xi Jinping at its core. Liu stressed that Huizhou must conscientiously implement General Secretary Xi Jinping's important speeches and instructions on the work of Guangdong and Shenzhen, further strengthen the cooperation between Huizhou and Shenzhen, promote the coordinated development of the two cities, and fully support the construction of the socialist demonstration zone in Shenzhen. To achieve this goal, the city must first accelerate the promotion of infrastructure interconnection and help Shenzhen to take the lead to fuel the development of the province. Huizhou will speed up the construction of the key GBA transport projects such as the Ganzhou-SZ High Speed Rail and the Guangzhou-Shantou High Speed Rail, accelerate the construction of the new airport with a throughput capacity of 10 million, strengthen joint port development of Huizhou and Shenzhen, and strive to make Huizhou a transport gateway to eastern GBA. Second, Huizhou must strengthen industrial cooperation to assist the GBA to build into a world-class advanced manufacturing cluster. To this end, the city shall speed up the construction of the “2+1” modern industrial cluster, intensify cooperation of in science and technology with Shenzhen, promote the coordinated development between Huizhou and Shenzhen, and foster a modern industrial chain with global competitiveness. Third, Huizhou needs to bolster the construction of a comprehensive national science center with Shenzhen at the core. Under the development plan of the Guangzhou-Shenzhen-Hong Kong-Macao innovation and technology corridor, Huizhou will boost the construction of the "two major CAS scientific projects", build more provincial labs for the research of advanced energy science and technology, and support Shenzhen in conducting energy, new materials, semiconductor, life science research and application studies. Fourth, Huzhou shall improve the coordinated development mechanism to boost the economic growth of the two cities. Huizhou and Shenzhen shall alleviate their cooperation level by coordinating infrastructure and industrial development, water resources allocation, and environmental protection.

The meeting also reviewed and approved the “Ten Measures of the Huizhou Public Security Bureau on Optimizing Traffic Management (for Trial Implementation)”. The bureau was urged to carry out the traffic management measures, while integrating the gist of the lessons under the theme of remaining true to its original aspiration and keeping its mission firmly in mind. A consensus was reached that the city shall learn the advanced experience from its sister cities, maintain traffic safety, ease congestions and enhance traffic management service level, to provide an orderly and safe traffic environment for the public. The city must adhere to the combination of punishment and education, and guide the public to follow the traffic rules through promotion, education, persuasion, and rectification, to create a safe, civilized and harmonious traffic environment.
