Huizhou Zhongkai Hi-tech Zone

  Huizhou ZhongKai Hi-tech Industrial Development Zone (hereinafter referred to as "Zhongkai Hi-tech Zone") is located in Liao Zhongkai's (a Kuomintang leader and financier, the principal architect of the first Kuomintang-Chinese Communist Party United Front in the 1920s) hometown and named after Liao Zhongkai. Established in 1992 with the approval of the State Council, it is one of the first batch of 56 state-level high-tech zones. Located in the Shenzhen-Dongguan-Huizhou regional core, Zhongkai Hi-tech Zone leans on Shenzhen in the south, adjoins Dongguan in the west, abuts on Guangzhou and Hong Kong and is ideally situated on the east bank of the Pearl River Delta. It boasts convenient transportation, with Huizhou-Shenzhen, Huizhou-Heyuan, Guangzhou-Huizhou, Dongguan-Huizhou and Boluo-Shenzhen expressways and Beijing-Kowloon and Huizhou-Aotou railways running through it; in addition, it is near Guangzhou, Shenzhen and Hong Kong airports and Shenzhen Yantian Port and Huizhou Port.

  In February 2010, a reform was made in the institutional mechanism of Zhongkai Hi-tech Zone to expand its management scope and administrative power, and a new pattern of one zone, four parks and five towns (sub-districts) has been formed. With a population of 500,000, Zhongkai Hi-tech Zone has a planned area of about 500 square kilometers, of which 320 square kilometers has been developed.

  Currently, more than 3,000 companies from more than 10 countries and regions have been attracted to settle in the High-tech Zone: Samsung, LG, Hitachi, Sony, Coca-Cola, Siemens, Schneider, Bridgestone, Sumitomo and other Fortune 500 companies have made investment to establish factories here, and TCL, Foryou, Desay, Longcheer, EVE and other domestic companies have seen fast growth here. Zhongkai Hi-tech Zone has formed the "4 + 2" strategic emerging industrial system focusing on LED, mobile Internet, flat panel display, new energy, cloud computing and intelligence-based manufacturing equipment industries, and become a national electronic information industry base. In 2013, the Zone realized a total output value of RMB 53 billion, with an increase of 21%, an above-scale total industrial output value of RMB 255.6 billion, with an increase of 28%, tax revenue of RMB 9.2 billion, with an increase of 32%, and public fiscal budget revenue of 1.3 billion, with an increase of 41%; in addition, it achieved the goal of "Five-year Great Development" in terms of main economic indicators ahead of schedule, came out top for growth in the City and became the City's largest "economy".

  In 2013, Cloud Computing Smart Terminal Innovative Industrial Cluster Pilot of Huizhou Zhongkai Hi-tech Zone was ratified by the State Ministry of Science and Technology as one of the top ten innovative industrial clusters, and it is also the only innovative industry cluster based on cloud computing industry. Located in the core area of Zhongkai Hi-tech Zone, Huizhou Cloud Computing Smart Terminal Innovative Industrial Cluster relies on the four industrial parks (that is, flat panel display park, mobile Internet park, LED park and new energy park) covering an area of 17 square kilometers and "Huiyun" Creative Eco-industrial Park covering an area of 3.9 square kilometers, and closely adheres to the innovative industrial cluster development idea of "Promotion by terminal, motivation by content, driving by innovation and coupled development of industry", so as to build three major industrial bases focusing on intelligent terminals, terminal supporting industry and cloud computing applications respectively.

  Huizhou has made great efforts to promote "Shenzhen-Dongguan-Huizhou Integration" and undertake the industrial transfer of the Pearl River Delta and build a modern industrial system. As the bridgehead connecting Huizhou with Cities of Shenzhen and Dongguan, Zhongkai Hi-tech Zone offers new opportunities and broad space for further strengthening Huizhou's cooperation with Shenzhen and Dongguan. Meanwhile, the High-tech Zone has taken a number of significant measures: to rely on the favorable opportunity from reform and innovation in institutional mechanism, give play to its comparative advantages in resources, labor, transportation and other aspects, and endeavor to build itself into a modern, innovation-oriented, ecological and national first-class high-tech zone; to make great efforts to build the modern industrial system represented by the five major strategic emerging electronic information industries and the modern service industry; to vigorously promote the "starting of a new undertaking", endeavor to become a new highland taking the lead in technology innovation in the Pearl River Delta region, and propel the implementation of the national innovative strategy; to make use of the rare Tonghu wetland resources and build a wetland ecological park with ecological protection for wetland and urban sustainable development in perfect harmony.

  In the future, Zhongkai Hi-tech Zone will continue to follow the guidelines of "Overall planning for the Zone" and "Focusing on investment promotion", adhere to the strategy of "Going out" and "Bringing in" and build a global investment promotion platform. At the same time, the High-tech Zone, attaching great importance to talents, has promulgated the "Kaixuan Talent Program" and a series of supporting polices, such as "Outline of the Program for Long-term Talent Development of Zhongkai Hi-tech Zone (2011-2020)" and "Incentives for the Introduction and Support of High-level Personnel of ZhongKai Hi-tech Zone". With the spirit of "Grasping the new trends" and "Leading the new trends", Zhongkai Hi-tech Zone will continue to build itself into a "Lowland for investment" and "Highland for industry" suitable for both living and business expansion.
